Transport Canada. This program promotes railway safety by making it easier to close certain railway crossings. The program resulted from the review of the Railway Safety Act held between 1994 and 1999, which recognized that closing passive railway crossings in Canada (those that do not have automated warning systems) would help improve the safety of the rail system. As a result, the act was amended in 1999, giving the Minister of Transport the authority to enter into agreements with parties possessing the rights to use such crossings so that the crossings could be closed.

Ce programme de Transports Canada favorise la sécurité ferroviaire en facilitant la fermeture de certains passages à niveau. Le Programme a été mis sur pied à la suite de l'examen de la Loi sur la sécurité ferroviaire, effectué entre 1994 et 1999, qui recommandait la fermeture de passages à niveau sans signalisation automatique au Canada (ceux qui n'ont pas de système d'avertissement automatique) pour améliorer la sécurité du réseau ferroviaire. La loi a donc été modifiée, en 1999, pour donner au ministre des Transports le pouvoir de conclure des accords avec des instances titulaires des droits d'utilisation de ces passages à niveau en vue de les fermer.
